We employ around 360 people. Some are based in Edinburgh, where we have our headquarters, and others are in offices throughout Scotland. A board oversees our work.

Bruce Cartwright
Chair of Audit Scotland Board
Bruce Cartwright joins Audit Scotland’s Board after eight years as chief executive of the Institute of Chartered Accountants of Scotland (ICAS), He is a former partner in the global professional services firm PwC.
Recent non-executive roles include chair of the Global Accountancy Alliance, and director of Chartered Accountants Worldwide, the Consultative Committee of Accountancy Bodies and the Centre for Public Interest Audit.

Jo Armstrong
Chair of the Accounts Commission
Jo is an internationally recognised economist and finance expert having worked in the public, private and third sectors across the UK. With periods in the oil, gas and banking sectors, she was also a senior civil servant in the Scottish Government. Jo acted as a budget adviser to Parliamentary Committees of the Scottish Parliament, including the Local Government Committee.
Jo also currently chairs the Wheatley Group, Scotland's largest social housing, care and property management organisation.

Patrick Bartlett
Independent, non-executive director of the Audit Scotland Board
Patrick Bartlett has more than 35 years’ experience in finance and audit. He served as Group Financial Controller for a major listed company and held a number of Board roles including Chief Finance Officer for a regulated insurance company. Patrick has extensive Audit Committee, risk and governance experience, and currently holds a number of non-executive and Trustee roles, including at Queen Margaret University and formerly the Scottish Courts and Tribunals Service. He is a Fellow of the Institute of Chartered Accountants in England and Wales.

Catherine Maclean
Independent, non-executive director of the Audit Scotland Board
Dr Catherine Maclean is a Consultant Physician in Acute Medicine with NHS Lanarkshire, with more than 20 years' experience working in healthcare across Scotland. She has held a number of leadership roles and has a particular interest in governance, organisational culture and supporting effective public services. In 2025, she joined Audit Scotland's Board as its first Boardroom Apprentice through the UK-wide Boardroom Apprentice programme. Following an open recruitment process by the Scottish Parliament, she was appointed as a Non-Executive Member of Audit Scotland's Board in July 2026.
