William Moyes appointed as Chair of Accounts Commission

Bill Moyes has been appointed as the new Chair of the Accounts Commission.

Dr Moyes has extensive experience as a chair and a non-executive in both the public and private sectors, including having recently served as chair of the General Dental Council, the first Executive Chair of Monitor, the independent regulator of NHS foundation trusts, and chair of the Gambling Commission.

His appointment will be for an initial period of four years from 1 January 2022, with the option to extend for a further four years.

Dr Moyes said:

I am delighted to be appointed Chair of the Accounts Commission and very much looking forward to meeting and working with Commission members and staff throughout Audit Scotland.

Through both its own work and its joint work with the Auditor General, the Accounts Commission is perfectly placed to understand and report on the issues affecting people and communities across Scotland. Public audit has a unique role and voice in improving our public services and bettering the lives of Scotland’s citizens.

Dr Moyes was appointed by Local Government Minister Ben Macpherson after a recruitment process.

Dr Moyes begun his career in the civil service in 1975, and spent 20 years in policy-making roles in Whitehall and the Scottish Office. This included four years as Director of Strategy and Performance Management for the NHS in Scotland.

Elma Murray, who had been leading the Accounts Commission on an interim basis, has now stepped down from the Commission.
