The report, 'Credit to the Force', showed that there was scope in some forces for local commanders to be given more control over their budgets. Good business sense requires managers to be able to adjust their use of resources to meet local needs and be held accountable for their use of resources. The report also recommended that the Scottish Office should review the financial framework for policing.
