Publication: Digital leadership and collaboration in local government - Audit scope
February 2027 by Accounts Commission
Digital transformation is a key pillar of public service reform and sustainable local public services, and supports improved outcomes for communities.
The Accounts Commission’s 2021 report on Digital progress in local government assessed councils’ progress in becoming digital councils, to improve services and deliver better outcomes for people. The report identified digital leadership as an essential foundation to digital transformation.
This audit will follow -up on some of the findings and recommendations from the 2021 report. It will focus on digital leadership and collaboration at both a local and sector wide level. It will also consider the leadership required to deliver new strategic commitments, set out in a new joint Scottish Government and COSLA Digital Strategy and delivery plan for sustainable digital public services.
The audit will support councils and national bodies to strengthen digital leadership and collaboration and will help to inform future audit work.
