Publication: Performance management and planning audit - A manager's guide

Best Value requires Scottish councils to develop a performance management and planning (PMP) framework. This guide is for managers who have been asked to complete a submission for the Commission's PMP audit. It introduces 10 PMP criteria and highlights the key features a best value service would have in place under each. It also describes the audit process and details the areas which managers should cover in their PMP audit submission.
