Annual report 2021/22
This report outlines the Accounts Commission’s work in 2021/22 across Scottish local government.
The Scottish Government moved at pace with its partners to respond financially to the pandemic. But public sector leaders need to be clearer about how one-off Covid-19 funding is being spent and what impact it has had.
The Scottish Government worked with councils, NHS boards and other public sector bodies to direct billions of Covid-19 funding in difficult circumstances. However, they were not prepared for the scale or speed of the response required and lessons need to be learned.

Kenneth Oliver has been appointed Executive Director of Innovation and Quality at Audit Scotland, leading the organisation’s internal assurance, improvement and development.
Kenneth has significant experience in quality improvement across both the public and corporate audit sectors and has previously been the Director of Regulatory Monitoring and Authorisations at the Institute of Chartered Accountants of Scotland.

The Auditor General for Scotland and the Accounts Commission have confirmed the appointment of the auditors to Scotland’s public bodies for the next five years.
Scotland’s councils have had a pivotal role in supporting and working with communities as they responded to the impacts of Covid-19. Now councils must lead recovery work with and alongside their local communities, focusing on getting the services people need in place as pressures and stresses escalate and impact the day to day lives of individuals and communities.
